Why does the general public tolerate bad driving behaviour – even subsidize it with free roads free parking and free emergency rescue? Keep marginal drivers out of cars by offering them another mode of mobility. Increase the mode-share for pedestrians, bicycles, transit and rail to encourage marginal drivers to choose another mode of mobility other than a car.
