Catalina & Brooks Street False Personation; Felony Warrant 12:34 p.m. When an officer making a traffic stop asked the driver for ID, the driver replied that he didn't have it with him but gave the officer his name and, police said, "All of the particulars…" associated with the name. Turns out that Laguna Beach resident Norman David Russell, 45, appears to have been trying to hide the fact that he was wanted on a no bail OC Superior Court warrant with a felony charge of narcotics possession. Because the name he gave could have caused that person to be charged with a crime (the traffic offense), Russell was also charged with felony false personation with bail of $20K. After booking at the city jail, he was taken to county jail.

Alta Laguna Blvd Juveniles; Felony Marijuana Arrest 3:14 p.m. Three juvenile boys, two from San Clemente and the other from Oceanside, two aged 17 and one 15, were in a car parked illegally at the end of Alta Laguna Blvd when an officer drove by. All were later released to their parents at the police station.

Main Beach Child Annoyance 2:57 p.m. A woman approached an officer on a Coast Hwy traffic stop and said a man at the playground was acting "strange". She indicated that the man was trying to play with children while keeping his hand "down his pants". When the officer walked over to contact the man, other people told him similar stories, one of which signed a citizen's arrest for misdemeanor child annoyance. Michael Cowan, 36, was taken into custody and later transported to county jail in lieu of posting bail.

N. Coast Hwy - 1400 Block Drug Arrest; Felony Warrant + 10:47 p.m. Police received a call from guests in a motel room that there was noise in the adjacent room indicating domestic violence. When officers were on scene, they too heard what police described as "…moaning and slapping". They knocked on the door while identifying themselves. A male opened the door, let them in, and said he was alone and had been exercising. In plain sight, the officers saw cocaine. The man was arrested for the cocaine possession and then gave police a false name. When it was all sorted through, Michael John Torricelli, 52, Laguna Beach, was charged with felony drug possession and possession of paraphernalia. When his true name was checked, a felony warrant out of OC Superior Court with a charge of felony drug possession was found with $75,000 bail.
